On 15th November 2006, Mr Régis de Belenet, Ambassador of France to Pakistan, and Mr. M. Akram Malik, Secretary Economic Affairs Department, have signed a 40 M euros agreement for the rural housing reconstruction in the earthquake affected areas.
This agreement is part of the 80 M euros pledge made by the French Minister of Foreign
Affairs, Mr Philippe Douste-Blazy, for the earthquake reconstruction at the International Donors Conference held on 18th November 2005 in Islamabad.
The French soft loan dedicated to the rural housing sector will be implemented through the French Overseas Development Assistance financial institution and the French Development Agency (AFD). This assistance is meant to finance Earthquake Reconstruction and Rehabilitation Authority’s housing reconstruction programme and has therefore three components:
1. Compensation for reconstruction of destroyed or damaged houses on the basis of the general scheme adopted by the Pakistani authorities.
2. Support to NGOs for the phases prior to the disbursement of compensation (complementing actions already carried out or being carried out by the implementing Agency)
and the supervision of works;
3. Support for project management by i) a provision which permits financing of occasional
expert studies, the terms of reference will be defined as needed; ii) logistical support to the implementing Agency; iii) the establishment of a technical analysis laboratory in
